May, 27th 2024: Chief Secretary J&K, Sh Atal Dulloo, IAS today chaired the session of signing of MoU between Planning, Development & Monitoring Department and IIM Jammu for establishment of Centre for Innovation and Transformation in Governance (CITaG). Sh. Mohammad Aijaz Asad IAS, Secretary to Govt, Planning Development & Monitoring Department signed MoU on behalf of Government of J&K and Prof Shri B.S. Sahay, Director, signed on behalf of IIM Jammu. The session was also attended by Administrative Secretaries of Agriculture Production, Higher Education, Finance, Housing & Urban, Industries and Commerce, Tourism, besides senior officers from Planning, Development & Monitoring Department and IIM Jammu.
Chief Secretary J&K, Sh Atal Dulloo IAS reiterated that the establishment of CITaG is conceptualized to act as a knowledge hub which will help to handle all the present and future Development challenges of the UT of J&K. It will primarily focus on PPP and Future Ready Governance initiative in J&K and IIM Jammu shall be Knowledge Partner and Nodal Centre to steer the initiative.
Secretary to Govt, PD&MD briefed the participants that the vision behind establishment of CITaG is to foster innovation and positive changes in the governance practices through cutting-edge research, high quality education, and collaborative initiatives to empower government institutions and policymakers to tackle complex challenges, drive sustainable development, and enhance the well-being of Jammu and Kashmir for one of the best performing UTs/ states in the country and to create conducive environment for investment and growth through Public Private Partnership (PPP) across the sectors.
The strategy behind the institute is to formulate the development vision of the UT of Jammu & Kashmir @2047 in alignment with India’s vision of Viksit Bharat @ 2047, identifying key growth drivers and preparation of holistic plan of actions for potential sectors of the economy and promoting innovation and entrepreneurial ecosystem for encouraging establishment of entrepreneurs and startups.
IIM Jammu shall be overall in-charge of CITaG for deliverance of all assignments of CITaG, develop expert team for effective implementation and collaborate with various stakeholders and knowledge partners. The initiative shall be undertaken in two Phases with budgetary allocation of Rs 15.22 Cr. Phase 1st shall cover 10 to 15 projects which shall be taken up under PPP, development of new 10 Tourist Destinations in J&K, identification of Sectors/ Areas/ Projects for creation of 5 lakh sustainable jobs in 5 years, measures for strengthening of Fiscal Position, development of Agripreneurs/ Agro Industry, development of Future Urban Plans and export promotion. However, in Phase 2nd the focus is undertaking holistic activities under Public Private Partnership, Vision 2047, Growth drivers, Human resource development, Promotion of data driven decision making. Director, IIM Jammu suggested that this initially for a period of two years but IIM Jammu shall explore possibilities to make it self-sustainable and perpetual which shall help to address the policy initiatives of the Government.
Administrative Secretaries presented their point of view and suggested various actionable areas through which this center can be made more vibrant and viable in the present setup which included capacity building of officers, repository of case studies, usage of interns for data generation, charter action plans, specific area action plans etc.
Chief Secretary J&K instructed all administrative Secretaries to utilize this platform for holistic development, knowledge management with special focus on growth driven sectors and priority sectors like Health, Education, Housing, Agriculture, Tourism and allied sectors besides he also instructed the departments to strengthen the institute with ideas and suggestion for better utilization in future for the holistic and equitable development of J&K. He also emphasized that the departments should prepare their action plan and requirements were actually they are looking from this center and presented in the next meeting so that area action plans can be prepared by this Center.
IIM Jammu was instructed to work rigorously with the objective of making CITaG as a Centre of Governance Excellence in Jammu and Kashmir.
